Azkaban did not have Dementors from the beginning. It was used by the Ministry of Magic as a prison to detain prisoners.
Its history dates back to the fifteenth century.
The first fortress of Azkaban was built on an island in the North Sea that never appeared on any map, Muggle or wizard.
