At the end of 1978, there were 86.53 million square meters of houses of all types in Shanghai urban area, of which 31.95 million square meters were residential houses, of which 94.5% were directly managed by the housing authority, the highest direct management rate in the country.
According to statistics in 1979, there were more than 48,000 people working in the housing construction system in Shanghai, accounting for 70% of the total number of employees in the real estate system, and the annual cost of housing maintenance accounted for 50% of the rental income.
These are the data I collected from public channels. In addition, there are also some data we have at our disposal. When I first came here in 1982, I conducted a basic survey on the housing conditions in Shanghai.
In September of this year, I conducted a second survey. Combining the results of the two surveys, I found that among the 1.8 million households in Shanghai city, there are 455,000 households in need with an average living area of less than 4.5 square meters per person.
In many families, three generations live in the same room or parents live with their older children. In many cases, there are even multiple couples squeezed into a loft of only 12 square meters.
There are 600,000 young women who have reached marriageable age [application for marriage housing is based on the woman’s age] waiting for housing to get married, of whom 40% are over 25 years old.
I also investigated the housing conditions of middle and senior intellectuals in Shanghai, and found that almost half of them lived in crowded and inconvenient houses.
Many people in Shanghai have called for restoring the commodity attributes of housing. I believe that it won’t be long before Shanghai’s housing market will undergo commercial reforms. Otherwise, it will be impossible to solve the increasing demand for housing among citizens.”
