From August 27 to September 7, 1903, the St. Petersburg Standard published a series of articles entitled "The Jewish Plan for World Control". The newspaper said that the original title of the document was "Minutes of the World Alliance of Freemasonry and the Elders of Zion".
In 1905, Russian theologian Sergei Nilus included it in the last chapter of his book "Greatness in Smallness, the Political Possibilities of the Coming Antichrist: Notes of an Orthodox Christian" and published it as the second edition of the book, claiming that the draft came from the first Zionist Congress held in Basel, Switzerland in 1897.
Funny, the newly appointed Russian Prime Minister Stolypin had to set up a secret investigation committee for this. However, this committee believed that the content of the document came from an anti-Semitic group in Paris from 1897 to 1898. However, the source of the original material is unknown. However, in 1906, a separate volume of the Elders of Zion's Draft was published in St. Petersburg by the Union of the Russian People under the title "Enemy of Mankind", and it quickly spread in Russia and soon became popular throughout the Western world.
