Flap 10 is not used during normal flap release. Only during standby flap release, the flaps are first lowered to 10 after flaps 5 and then maintained.

If flaps 15 are extended according to the normal procedure, the aircraft may not be able to complete the establishment of the landing configuration before the stable approach altitude.
