The procedures were complicated and the control was extremely difficult, so problems often occurred during visual circling flights, and there were even several times when flight accidents almost occurred.
All domestic unsafe flight incidents will eventually be reported to the General Administration, and the responsible reviewers are basically the Aviation Safety Department and the Flight Standards Department.
